The deadline thing is the notice. 30 days, and a municipal abatement lien is the expensive outcome, so the $6,800 is really a comparison against whatever their contractor charges plus the administrative markup, and that's usually the higher number. Get the quote done and get proof of abatement to code enforcement with photos and a date. That part isn't a judgment call.

The thing without a deadline is prevention, and I'd not spend the $2,500 yet. A cable gate across an easement stops a truck backing in at 2am, which is how the kitchen and the couches arrived. It does nothing about somebody rolling tires out of a pickup at the frontage, which is how the tires arrived, and tires were 41 of your items.
