How do you tell if a crew is actually free before you hand them the keys

The question that actually gets you a real answer is not when can you start. It's what are you on right now, and what stage is it at. If he says drywall's up and we're painting next week, that's a real two weeks. If he says we're waiting on the plumbing inspection, add a month, because inspection dates are a state and county thing and they aren't his to move.

Jobsite visit is real signal too, and cheap. You see whether the site is swept, whether there's material staged for the next stage or nothing, and whether anyone is actually there at 10am on a Tuesday.

Two of the three things you listed are signal and one is closer to folklore.

Asking what they're on now and at what stage, as solder describes, is the strongest and it's free. Follow it with a question about the job after that one. A crew running a real schedule can name both jobs and both approximate finishes. A crew that can't name the next job either has no backlog, which raises a different question, or isn't tracking, which is the failure mode that eats your 17 weeks.

Payroll versus subbed matters, but not in the direction people assume. Carrying carpenters on payroll means fixed cost every week, which creates pressure to keep them busy and makes your job more likely to get started. It also means a crew that can get pulled off you onto whatever is more urgent. Full subbing gives flexibility and removes your priority claim, because you're one of six clients bidding for the same plumber in a market short somewhere in the range of 350,000 to 450,000 construction workers by ABC's estimate. Neither structure is safer, they fail differently.

The deposit read is unreliable. Material deposits are ordinary practice, especially with tariff-driven price moves on lumber and steel making early purchase sensible. A large deposit with no materials attached and no lien waiver process is the thing to question, and mechanics lien and deposit rules vary by state, so confirm your state's with an attorney before you sign anything.

On a $24k scope, the cheapest protection is a written scope with stage dates and the right to stop payment at any stage. That surfaces a capacity problem in week two instead of week nine.

The thing that surprised me when I started asking around is that the good crews will tell you they're busy. It's the ones with nothing on the calendar who are available immediately, and there's usually a reason they have nothing on the calendar.
