I wholesaled one Phoenix lot and one Memphis lot in the same quarter and now I cannot decide which market to keep chasing for a proper subdivision play
Phoenix was a 14-lot infill entitlement in the West Valley, contract at $210k, assigned for $247k. Memphis was a 9-lot split in Frayser, contract at $68k, assigned for $91k. Gross spread was bigger in Phoenix but I put six weeks of title and municipal back-and-forth into it versus about three weeks in Shelby County. The Memphis recorder's office is not fast but it is at least predictable, which is more than I can say for the Maricopa planning queue last spring. What I cannot get a straight answer on is whether the Phoenix spread is structurally repeatable or whether I just got lucky on timing with a builder who needed that specific pocket. The Frayser deal I could probably run twice a year without killing myself because the county process has a rhythm I can learn. Phoenix feels like it could be $300k profit on the right 20-lot deal, but I have no idea what the entitlement calendar looks like once I am trying to do it at scale and not just assigning somebody else's problem. I do one job that puts me in front of 200 renters a year and I know exactly what they say when a unit is too small or too far from a highway, which tells me something useful about where Phoenix absorption is going, but Memphis renter demand in that zip code is a completely different animal and I do not have eyes on the ground there. Anyone who has actually run dirt in either of those two markets, specifically on the infill side, I want to know whether the municipal process in Phoenix gets worse the more lots you add, and whether Frayser has any ceiling on what a builder will pay per finished lot right now.
