No HAP contract until it passes inspection, so the vacancy risk sits with the landlord either way
A common frustration with Section 8 timing: a housing authority will not schedule an inspection until the unit is ready and the tenant has submitted the request for tenancy approval, and it will not execute the contract until the unit passes. Payments only start after that. So from the day a unit could have been rented at market to the day the first voucher payment lands, the landlord is carrying the vacancy. That gap commonly runs somewhere between three and seven weeks, driven almost entirely by the housing authority's own calendar. There is not much a landlord can do to compress that window directly, since the sequencing is set by the agency, not negotiable on the landlord side. The accepted tradeoff is that payment reliability afterward, a guaranteed rent stream backed by the program, is what is being bought with those weeks of carrying cost up front.
