Framed a fourth bedroom, then found the occupancy cap
Scope creep, my own fault. The cabin was a 3/2 sleeping 8. During the reno I framed out a basement room with an egress window, so it's now a legitimate 4th bedroom on the plans, and I'm about $38k over what I meant to spend. The idea was to move from sleeping 8 to sleeping 12, take the ADR from roughly $210 in the shoulder season to something closer to $265, and pick up the bigger family groups that keep messaging me asking if we can fit two families.
Two things surfaced after the framing went in. The STR permit on file caps occupancy at 8, and the county's formula ties the cap to permitted bedrooms with a septic sizing test on top. The septic is a 4-bedroom system on paper but the design flow was calculated at the old bedroom count, and the health department wants a new evaluation before they'll amend anything. Second thing, my insurance binder lists 3 bedrooms.
So I'm holding a room I can't legally sleep anyone in until the county says otherwise, and a permit amendment process that seems to involve reopening a file that has been sitting untouched. Question for anyone who has amended a cap rather than applied fresh: is the ADR lift from 8 to 12 real enough to justify pushing on this, or am I better off marketing it as sleeps 8 with a fourth room used as a den and eating the $38k?
