Did anyone else get a HAP contract date that was six weeks after the tenant moved in?
Mine was dated October 3rd but the tenant took occupancy August 19th. Six weeks of rent I couldn't bill anyone for because HAP doesn't back-pay to move-in, it starts from the contract execution date. I asked the housing authority three times about bridging that gap and got three different answers, one of which was basically "you agreed to this when you accepted the voucher," which, no, nobody told me that was the arrangement. The tenancy addendum didn't say it. The voucher paperwork didn't say it. I found out when I looked at the contract date and did the math. That's $1,740 I just ate on a unit where I was counting on the payment reliability being the whole point. Contractor brain kicked in and I kept thinking there had to be a change order process, some mechanism to go back and bill for the actual occupancy period. There isn't one. At least not at this PHA. Curious whether this is a local thing or whether other housing authorities run it the same way, and whether anyone has found a way to protect that window contractually before the tenant gets keys.
