Agency-trained VA or a raw hire the agency just recruits for me?

If you have no written process, the pretrained one isn't going to save you. They'll show up knowing what an ARV is and still have no idea what you want done Monday morning. The training gap you're paying to close isn't the one you have.

@marlow said the thing I was going to ask about badly. @vellum, what's the actual first task? If it's "pull county records and fill this sheet," any careful person does that by Wednesday. If it's "call sellers and qualify them," vocabulary matters a lot more.

Raw, every time, and I've burned through six of them. Pretrained means trained on somebody else's process and I spend the first month untraining it. My margins are thin enough that a $6/hr difference on 160 hours is real money, about $960 a month, and I'd rather spend two weeks of my own evenings on Loom videos than pay that forever. The catch is you have to actually record the videos. I didn't for the first two hires and lost both.

@flint's catch is the whole thing. The cheaper option only works if you do the work the premium was buying. I'd ask both agencies who owns the training material at the end, because if you build it inside their platform and then leave, you've paid to build their asset.
