Adding the procedure I'd use, since @juniper asked how to phrase it.

Don't ask whether you can rent rooms. Ask two narrower things. First, "what is the definition of family in your zoning code and is there a limit on unrelated occupants in a single family dwelling?" Second, "is there a rental license or registration requirement, and does it include an inspection?" Those are factual lookups, so staff can answer them without deciding anything about you.

Then ask for the code section number. That's the part that makes it durable. "Sec. 14-2, definitions" lets you go read it yourself and it gives you something to quote back later. Follow up by email the same day: "confirming our call, you told me X, section Y." To @thatch's point, that email is the asset, not the call.

Two more to ask separately, because they trip people who cleared the occupancy question. Parking minimums sometimes scale with occupants, and a house with a one car driveway can fail on that alone. And some places require a change of use review when a dwelling goes from single household to room rental, which is a permit conversation rather than a zoning one.

Where the language is genuinely ambiguous, like a definition of family that says "or a functional equivalent thereof," that's a question for a local land use attorney. It varies by state and by town and it is not something to decide off a phone call. Re-check anything older than a year, because codes get amended and nobody calls you about it.
