The financing development is equally significant, since Fannie Mae's policy, effective March 2026, allows buyers to count projected ADU rental income, up to 30 percent of qualifying income, toward mortgage qualification on owner-occupied one-unit purchases, letting buyers leverage a unit's income before leasing it. Construction economics have also stabilized, with prefabricated ADU companies offering turnkey solutions starting around $100,000, though costs range widely, commonly $100,000 to $250,000 or more depending on market and size. A typical mid-market ADU generates roughly $1,200 to $2,000 monthly, reaching $2,500 or more in high-cost areas, often covering a substantial portion of the primary mortgage, with some operators reporting they break even on construction within three to five years. The constraints are real: upfront cost, lengthy permitting and construction timelines, and municipal rules on setbacks, size, parking, and owner-occupancy that vary widely.
ADUs are positioned for continued growth, propelled by the powerful combination of liberalizing zoning, improving financing, and the structural housing shortage that motivates both. The Fannie Mae income-qualification change and ongoing state-level zoning reform directly expand who can build and finance ADUs. The high-cost-area rent potential and the property-value addition strengthen the case. The constraints, construction cost, permitting timelines, and variable local rules, temper the pace but do not reverse the direction. As housing pressure persists and more jurisdictions liberalize, ADU activity is positioned to expand.
